Phase I – An Industry Steering Committee and the College of New Caledonia completed a labour market partnership assessment on Trades in North Central British Columbia in June 2003. The report identified that the greatest barrier to training and retaining apprentices and trades people is the lack of available apprenticeships.

Phase II – In 2004-2005 the second phase of the Apprenticeship Development Project was to develop a web based Apprenticeship Tool Kit that is available for the employer, industry, unions and potential apprentices. Employer ambassadors in the Prince George area have agreed to pilot the apprenticeship development tool kit and assist in developing an apprentice share model.
